Hi Scott.

The small brass turny screw at the bottom of the leg is for the anti-dive seting.
1 = weakest effect.
4 = strongest effect.

It is of questionable usefulness and doubtful you'll notice any difference between the settings, just make sure they're both set the same.

Only works at braking, why it seems to not have any effect.

It affects the front fork compression during front brake application. It functions by trapping more fork oil below the lower fork bushing as the caliper deflects against it's rubber mounts. When our bikes were new it was quite noticeable and it was a like it or hate it scenario. When turned up the front suspension became harsh while braking heavily on bumpy pavement and (for me) it prevented front end dive while braking going into corners which is a useful tool to steepen the front fork rake & trail.

There are a few reasons it is no longer noticeable on the poster's bikes on this tread...The lower fork bushings are worn out, the rubber bushings on the calipers are dead worn - hard or the fork oil is shot.
