I haven't read the article so I don't know what the criteria are for inclusion in this, but The Captain's latest improvements should take him to the top.

For those not following (and you should be ashamed, it's amazing) he will likely have about 200hp out of it soon. His dedication to these engines and their continual advancement is incredible.

I think I'll go read the article now.
